In accordance with the environmental and social requirements of the EIB Group, as well as the principles set out in IFC Performance Standard No. 1 regarding the identification, assessment, and management of environmental and social risks and impacts, SWEN Impact Fund for Transition 3 (the “Fund”) has established a grievance mechanism designed to facilitate dialogue with stakeholders affected by projects financed by the Fund.

The Fund acknowledges that individuals, groups of individuals, or communities affected or potentially affected by a financed project may require direct access to the management team in order to raise concerns or report adverse impacts related to such projects. This mechanism covers grievances concerning environmental, social, ethical, or governance issues directly related to projects financed by the Fund. In particular, it covers grievances relating to:

actual or potential environmental impacts;
working conditions, health and safety matters;
respect for human rights;
discrimination or unequal treatment;
relations with local communities;
ethical or governance practices;
more generally, any adverse impact that may be linked to an investment made by the Fund.

This mechanism is available to, among others, the following categories of stakeholders:

project sponsors receiving financing from the Fund;
local communities and vulnerable populations located in the vicinity of financed projects;
employees, suppliers, and subcontractors involved in financed projects;
non-governmental organizations (NGOs), local associations, and civil society organizations;
local authorities or public bodies;
any other individual who considers that they are suffering, or may suffer, an environmental, social, ethical, or governance impact resulting from a project financed by the Fund.

Affected or potentially affected parties may be represented by a duly authorized third party acting on their behalf.

To be considered admissible under this mechanism, a grievance must meet the following conditions:

it must relate to a project currently financed by the Fund;
it must be submitted by an individual, group of individuals, or organization falling within the categories of persons entitled to lodge a grievance;
it must contain the information necessary for its assessment, including the identity of the complainant, identification of the project concerned, and a sufficiently detailed description of the reported situation.

Information provided through the grievance mechanism will be treated confidentially. Only the Sustainable Finance and Compliance teams will have access to the identity of the complainant, which will not be disclosed to any other party. Any data used for reporting purposes will be anonymized.
